I believe he was confused about what they were asking. They were trying to ask him if Bieber is German for basketball, but it came across as, “Justin Bieber, is German for basketball?” and therefore he didn’t know what they were asking.
“Is German for basketball?” doesn’t make sense. Clear as mud? : )
